My Dating Adviser analyzed 170 small towns. To be considered cozy, they focused on weather, food, and activities. It was based on 100 points, with each category carrying a different weight of importance. The weather was the number one factor making a town cozy. Their sources were the U.S. Census Bureau, National Oceanic and Atmospheric Association, Tripadvisor, and United States Department of Agriculture.
Columbia Falls, Maine – #22 Coziest Town
Columbia Falls is in Washington County, with a tiny population of just 476 as of the 2020 census. It's super cozy with the rapids on the Pleasant River that runs through town. You might have heard about Columbia Falls recently because of the proposed world's tallest flagpole. At 1,461 feet, it would be taller than the Empire State Building. Right now, that project is on hold.
Kennebunkport, Maine - #24 Coziest Town
Kennebunkport has a Christmas Prelude every year. Now in its 42nd year, they said it best on the website,
Picture a Hallmark Christmas movie coming to life: The festive lights, the greenery, the towering tree in the center of the square, the community coming together.

Camden, Maine - #45 Coziest Town
Camden, Maine, calls itself the 'Jewel of the Coast'. It's gorgeous and cozy. When you think New England, you refer to the movies shot in Camden like Carousel and Peyton Place. Grab some hot chocolate, the one you love, and watch the US Toboggan Championships. So cozy!
Bar Harbor, Maine - #51 Coziest Town
When you Google 'What's so special about Bar Harbor?', this pops up:

Um, forgot to mention that it's been designated one of the coziest towns in Maine!
